It has to do with your impression of someone, the same reason people dress conservative and nice for work meetings/interviews. The point is to look professional.
When you first walk up to someone and you see them wearing a choker, if you're biased against chokers you're probably going to think negatively about that person the same way if someone walks into a work meeting with a dress shirt on you're going to think positively or neutral about that person
In my opinion it's fair to judge someone on their clothing because they do it to them selves. Unlike judging someone on their physical looks which they have no control over.
I hate ties as well.
