Within a given universe (that is, if Master Chief is another DC character that just hasn't had a reason to clash with Batman yet) one could speculate how such a fight would have to end, but the writers could always come up with a little twist. As a simple example, within the Arrowverse, we know that Green Arrow wouldn't be able to beat Flash -- but, of course, he did do it on occasion.
If the two are from different universes that have crossed over on occasion, such a speculation might be possible too. If they have never crossed over, it might be difficult to asses how things from one universe reacts with stuff from the other -- like, for example, how would Superman/Supergirl fare against Sara Pezzini?
