After age 8 it's impossible to learn a new language. It's also impossible to learn a language without real facial observation of the person speaking the language you want to learn.
I started learning english at 9. Now I am almost fluent at it.

That is not true. I only really started learning English at age 10. I am 14 now, still learning.

Yes. A private language tutor can really help speed up learning. But most of us cannot afford it so I would say find friends who can speak the language and practice with them.

Japanese seems to be a difficult language to just pick up from entertainment. :o
You have to learn the basics first and need to be able to understand it while listening, after that you can start watching anime with subtitles and then slowly without them. Should take some time.
Not to mention that it's deeper than english.Which makes it difficult to understand to someone who's used to simplicity of english language.

Keep watching anime over and over and over and over and over again for more than 15 years and you can do it. (not really you can't as it's impossible to learn it ONLY from anime, but fck that, you have subs, no need to learn it).
