Are you looking for an artist or a Maker-Simulator kind of thing?

You'd be better off asking an artist if you're allowed to use their art as your profile picture.

You could try searching for artists in anime-related groups on steam, or check deviantart.

I know one artist on dA that makes anime-esq stuff, but she (obviously) won't do it for free.
