Though I have not heard or played Rome myself, you are far from the first person I have known to to praise its music.
Like they said in the developer diary the big reason witcher 3s music is so good is that the orchestra didn't even get schooled. They just make ♥♥♥♥ up as they go like a head banging accordion and what sounded like Shakira sampling. A clasically trained orchestra is the kind who comes up with boring, generic sounding stuff that has been heard so many times that I don't even notice it when it plays.
