Good PVE MMORPG
Some of the MMOS I'm considering LOTRO, RIFT, SWTOR. Theres a whole bunch but I wanna know which F2P MMO's have the best PVE doesn't have to be the ones I listed.

If you are a LotR fan, then LotRO.

But it's not really free. Not even remotely, I'm afraid.
Champions Online has the most in-depth character creation I've ever seen.
WoW for the first 20 levels.

I played that many years ago., it was one of the most unique and unforgettable gaming experiences I've ever had.

Champions Online was created by the same studio as Star Trek Online, and as STO's launch approached much of the Champions Online team was commandeered to help. This left almost nobody to look after CO. No moderators, no patches, no server resets - a month of literal anarchy.

At the risk of sounding melodramatic, the scenes that followed were virtually post-apocalyptic as the game's code fell apart around us. There were no rules because the Moderators were all gone. The economy was utterly broken so the only way to get good gear was to make it yourself, or somehow defeat glitched-to-hell bosses. The rules of the game literally changed from moment to moment, some powersets got utterly broken and others were nerfed into oblivion. It sounds awful, but it was actually an amazing gaming experience.

The game was still functional, it was just wildly unpredictable. Powers didn't work quite as intended, spawners broke and spewed infinite enemies, bosses malfunctioned in ways that actually made them more interesting to fight. The rules could literally change mid-fight and adapting to that was thrilling, especially in group fights.

I remember feeling a little flicker of regret as the devs re-asserted control. It was a shambolic situation but like a lot of people I found it very enjoyable, and knew that we'd never experience anything like it again. This was true emergent gameplay - a game that couldn't be predicted in advance where literally anything could happen.
