PC Building - how to start?
So today, after a few weeks of strange anomalies, I am 99% certain that my main hard drive is about to die. Its from late 2014 and served me well for multiple hours just about every day.
The PC I am currently using is an

Acer Predator G3-605:
NVIDIA GTX 760 1.5GB
Intel Core i7 4770
12GB DDR3
1TB Hard Drive
Windows 8 64x

So not even enough to run games from winter 2016. For my next PC, I want to build it myself. My father keeps telling me not to, that I have no guarantee on the parts and can't return them if they don't work. I have no experience in building PCs, but I think I should be able to tinker something together if I get a set of parts that fit together. But here's the first problem: what is the first part to pick? What do I build my PC around? A logical choice would be the CPU, although I personally always had the biggest problems with my GPU underperforming.

Next up, what OS should I best pick today for gaming? I am currently using Windows 8, and although I can't complain it does have a few downsides.
From my friends I heard that Windows 10 is pretty unstable (Those reports are from a year ago though, don't know how it's now.) I loved the professional feeling that Windows 7 had.
Windows XP will always have a place in my heart but I doubt it's a viable option for 2017 gaming.

Power supplies wouldn't be a problem from what I saw.

So here's what I am looking for in my new PC:

Budget, up to ~1200€

Gaming PC
Should run games pretty good.

Disc Tray
I know this is almost outdated now but I still buy CDs and DVDs, or Retail versions of games.
I guess buying and installing these is pretty easy. Just need a case that could support such a thing.

Future-proof for a few years
Pretty self-explainatory. I don't want my PC to be sub-standard after half a year, which is why I am worried to get a GPU with just 3.0 GB VRAM. While 2.0 is the minimum requirement for the new games, I am worried this might rise soon. (Although there's no way to predict future breaktroughs that might overthrow the entire market)

Multiple monitors
I currently have 2 monitors. I want to have a 3-monitor setup at some point. What is normal for graphics cards? Mine has an HDMI and 2 DVI ports, so it already supports 3.


I think that's pretty much it.

A few side questions:

-What's DDR3 even mean? Is there any difference between getting 2 or 3 RAM sticks?
-What's better, getting 2 graphics cards or a single stronger one?
-If I get a case with glass, I would like to install RGB lightstrips, but the ones I have behind my desk produce quite the heat. I wouldn't feel comfortable having things like that heat up right next to parts that need cooling. Are there lightstrips that do not produce heat?
-How do I get USB ports?
-What do I need to do for my PC to support bluetooth stuff?

usb 3.1 is backwards compatible with usb 3.0
if you got a usb 3.1 device, then it will transfer files at max rate

I've been refining the part choice a bit, not on pcpartpicker, but based on what is aviable and cheap in germany.

Another question: where do I get the cables? Are they delivered with the parts, the power supply, or do I order them seperately?

if cables to usb 3.1 header on motherboard, then these come from pc case if natively supported for usb 3.1 front panel.

if cables for hdd/ssd: sata data cables come free with motherboard purchase usually 2 free for entry level motherboards and 4 or more for enthusiast motherboards

if power cables for hdd/ssd: they come from power supply unit.
