Yes, you can. Unless you have tattoos that then got infected with Hepatitis it's highly unlikely that any local blood drives would turn you away. They do have a 6 month period when you're not meant to donate, just in case.
Myself I have a ton of them across my upper arms (half sleeve around both biceps), shoulders, over my collar bones/upper chest, and over my upper back. They're all characters that I drew and created, and include some gryphons and dragons, shapeshifters, and such. One arm is 'Elfquest' style elves in a forest, the other a 'high tech' circuit board with my characters from a cyberpunk world, back has my oldest and most beloved characters Shard and Tani (a blue mutant guy, and a tiger woman) along with my trio of shapeshifters. I'd love to continue getting more, I have plenty planned, but no money and my inker eventually retired.
