Then you will need better hardware.
Assuming you have disdabled all unnecessary processes and services, optimised any network rrequriements (where applicable) then lowering visual settings is recommended to improve performance. If you don't wish to do this, there's not really much other option left.
The OP is asking how to run games at high settings on a very terrible graphics card. Which isn't possible. If you want to run games on high settings then you need to spend the money on the right hardware
