What is the absolute highest rated game on steam

Arbitrary topic, but if there is a game with such high reviews, I want to see the negative ones for the hell of it. Also, not really obscure games with only one positive review. I mean slightly popular games at least

I must have been going by percent of positive reviews compared versus negative reviews, not the sheer amount of positive reviews.

I guess Portal 2 is the best in both categories

It used to be One Finger Death Punch and Portal 2 competing for the no. 1 spot, I know that much. Which is amazing to think about because OFDP is made by Silver Dollar, who were infamous for XBLA shovelware just a couple years prior.
