My PC can run GTA V but has no chance in hell running Star Citizen. It lagged heavily even back when it was just the Hangar module and it got worse over time due to my pretty old PC.

Yeah he should. If it was spec problems, then it's going to be difficult to recommend other games.
Op, here are two.
1. Sleeping Dogs. I actually had more fun with this game than I did Gta V. I even bought the dlc for Sleeping Dogs and got every achievement in it on the 360 version.
I loved the True Crime games back in the day, 100%ed LA and NY on Ps2, and this game is the third in that series where you can play as a good or bad cop in a GTA type setting. It was originally going to be called True Crime:Hong Kong, but the name was changed because that series went under finally.
2. Bully. This is a wonderful R* game from 2006 and it's a fun T rated game based on a boarding school in New England. It has mini games, which are classes, and those classes help you unlock better equipment for your inventory.
