any strategy games where you play as rebels?

I would really like a strategy game (not a FPS or action game) where you attempt to overthrow a ruler and you can coordinate attacks and you can use propaganda to get more recuits.

im talking more about like a political game. I found games where you combat terrorism and you try to stay in power as a dictator(tropico 3) and i also found a game where you destoy counter insurgency after invading a country (afghan '11 and vietnam 65')

You're probably going to laugh that I would even say it, but Plague Inc has a lot of similarities to playing as a rebel force in a strategy game.

Shogun Total War, I'm pretty sure you can play as rebels. Also it's a great game.
