Dude if you want to learn how to do this you should really learn something about web development, at least enough to make a page. Also, godaddy.com - learn about registrars and hosting. Seriously, though, you're going to have to do some homework.

Host a data driven ruby on rails website through heroku, i believe you get something like a GB free for data which should be more then enough to start a small forum(Use something like gravatar for images). I will warn you thought that it is not that easy espcially if you dont have a background in computer science and database management. I would start at the learn enough to be dangerous society here: https://www.learnenough.com/ . It can teach you the basics of html, javascript and ruby on rails(Even a nice tutorial on how to make twitter basicly, also a fun fact is that twitter was developed using ruby on rails). If you can successfully create and manage a website like this including backend and front end and keep practicing you could get a job as a full stack developer using rails and make over a 100K a year starting salary(Based on glass door estimates). Its not the easy way but you wil learn valueble skills you can make a career out of.

You can get a versatile, good quality forum set up with NO KNOWLEDGE WHATSOEVER of html, php, sql or javascript. No web programming experience required.

Forum/Bulletin Board systems such as PHBB are really very easy to implement. You simply upload the scripts to your webserver nominate the target directory and execute a runnable setup script.
Form there there are tools and scripting funcitonality all ergonomically desinged to be accessible within the framework. Only the most advancved/obscure customisations (or alternative database linking etc. for example) would necessitate any knowledge of or interactivity of the backend script functionalities.

Offensive is quite subjective and I won't argue against it when it comes to nazi/hitler avatars, it's a waste of time.
We are talking about the man who buried, burnt, experimented, tortured and gassed masses of people to death simply because he thought they were an inferior race though so I dont blame people for taking offense.

Web hosting solutions such as heroin are free and should serve the op's purpose. If his forum gets to large for the free version then he can pay a few dollars a month for more space or migrate to a new web hosting service( such as Amazon AWS using elastic beanstalk it should be very easy to do this)If the OP does not deserve his own domain name then .Herokuapp.com is added to the end.

if i was raised the same way you are (possibly), and i was taught the same things you are; be tolerant, this that this, i obviously was not taught wrong or raised wrong since childhood to like him

install the download onto website (the most help i need with)
disable accounts, anonymous forum then.
