TGA is a TARGA format. It is a very old one at that. SOME image editing software still support it.

Pretty sure GIMP supports it.

But why is it required? Where will it be used?
TGA is an image format. Like BMP, JPEG, PNG, GIF, etc.

It is often used in videogames because it allows for uncompressed imaging (JPEG is small file size, but damages the image, which is not always desirable) and isn't linked to any particular operating system (i.e. BMP is owned by Microsoft)

But how is it used in making skins?

Guess what skins are!

They are TGA images wrapped around a 3d model
TGA images often have a mask with them DTX3,DTX5 etc Paint Shop Pro or Photoshop can edit the layers

Imagine the gun as a 3d object, because that's what it is. Now imagine the skin is a blanket that folds around the object. In this case, the TGA is the pattern on the blanket, which folds over the gun.

TGA is practically the same thing as any other file extention, as far as you're concerned. Just find a converter, download VTFEdit, and convert it up.

Wait, so for example, I wanna create an AK skin, i would need a layout for the Ak?

You will need a template, yes.
