The main reason to get the SE over old Skyrim would be modding. Since the SE is now 64bit in comparsion to the old Skyrim which was 32bit you can in theory create much larger mods.
More characters on screen, more things getting calculated in the background and so on.
At the moment there are still FAR more mods available for the 32bit version then the SE though.
Over time the SE will have some great mods that would not be possible on the old Skyrim version.
If you want tons of mods NOW, go for the old version of Skyrim. If you are not that interested in mods, or willing to wait till some popular mods get ported over or some amazing new mods come out then go for the SE.
but you can easily mod the original game to have better textures and lighting than the special edition has.
you have to take into cocideration if you will mod the game or not to the limit your computer can handle.
if your computer is quite new and decent you should be able to run the special edition without any fps drop if you don't want to mod.
I've played both and currently prefer the SE version as it runs much better, mods will be added over the coming months and at the moment that's the only reason I haven't played it more as certain mods I use are not yet available.
