But you gotta admit the VHS effect and pixellation added to the atmosphere. Only problem is that the cutscene faces were horrible in HM1
Try out some games like Terraria, Hotline Miami and Owl Boy, they're great games.
Anyway, just think about how many so called "triple A" games with photo realistic graphics have been mediocre pieces of ♥♥♥♥ - The Order 1866, Assassin's Creed Unity, Evolve, Mirrors Edge Catalyst....all crap games with nice graphics.
Anyway, what is a "proper game"? I would consider something like Insurgency to be a "proper" game because it requires a lot of skill to be good at yet the graphics are pretty dated and it looks like a game from 2005. Counter Strike Souce is another skill based game which looks dated.
GAMEPLAY IS KING!
You realize those were pretty decent games, right? The order was a new ip and never did less than it promised. I love cinematic games and the story was interesting. AC Unity was pretty good overall if you can excuse the technical issues at launch. Evolve idk i dont care much for multiplayer games, and catalyst was excellent but short.

Westwood maybe, but even with a dated engine something can be done. The Dawn of Tiberium Age for example: It's a standalone mod built on the same engine as Tiberian Sun and it looks and works pretty well. And it's not even made by a development studio, but the C&C modding community. On the other hand we se huge budgets blown on games which are sub-par at best.
The video game market is now huge, but not every team (or even individual at occasions) has the access to a multi-million budget and so they have to settle for what they have. And as it's been said before, gameplay is top priority, as what is the point of playing a game if it's not working properly? There is a rising trend in releasing unfinished games. Some of them are tagged "early access" and may or may not deliver. Others are released as complete products but are bug- and glitch-ridden. Better a pixel-game which works perfectly fine than a photo-realistic one ridden with bugs and glitches and crashes left and right.
