Lead has a low melting point, the slug softens up, and pancakes out as it hits a target. It's got as blunt nose, which allows it to pancake out better and expand into a larger size. The exit wound will be considerably larger than the entry wound for one of these rounds.

Not the size change the impact, it is the velocity.
If your Pellet rifle has supersonic speed like some AR16 based models do, up to 1200ft/second, this round, if it enters through the eyehole, goes straight to the brain.

Um, one Higgs boson? Caliber isn't the important thing here. You could penetrate somebody's skull with an electron gun if you wanted. Force is a function of mass times velocity squared, so velocity is more important than mass.

Smallest I'd use in practical circulation would be 5.45mm or 5.56.
