For much later professional use, or near future competitive events' participation...? Sadly, yes. As well as almost every martial art there is.
For self-defense, casual work-out, learning at your pace and practicing with friends? It's never late (but past 30s, everyone's physique slowly starts degrading).
Why Tae Kwon Do, though? You could pick a much nastier thing, like Muai Thai, Kickboxing, Escrima, Bujinkan Taijutsu, Shaolin or Wing Chun Kung Fu... Or any other art that contains weapons practice, besides plain old body to body training. Learning to turn a potential assaulter's weapons against them or using your own concealed ones whenever threatened, especially with latest terrorist strikes barrage (crazy psychos with knife or axe or whatever in hand), is just what can save you... Charging in empty-handed, especially on the defensive (assuming you notice early and react fast) can rarely save your skin, on the street.
