It's not 2007, but idm boosts SO MUCH the download speeds that steam offers to you even TODAY. It's a great software and is a shame that steam doesn't offer a way to download the games standalone. The download speeds are awful

I find the download speeds to be perfectly fine though.
Yes, it is, just download a steam backup from almost anywhere and install in the steam library folder, delete any exe and dll, then hit download on steam, steam Will find the game and download only what's missing... (5/6 mb)
