As high as your motherboard+CPU can reasonably run and keep stable. A lot of Z490s go up to 4800 MHz, and if it runs stable, it's extra performance that keeps it on par with Zen3 at least

If you get crashes, just dial down the DRAM frequency and tweak the timings until it's stable. The big benefit of having higher clocked RAM is that you can always tune it down and still have fast RAM.

Intel intentionally gimps their locked chips by giving them garbage clocks in comparison to their unlocked chips. Even without overclocking, there is a difference.

I view it as CPU binning, better, higher overclockable chips go into K series, and lower binned chips go in locked stuff.

If you say "AMD offers overclock on all CPUs", I agree, but the only thing you can effectively do is enable PBO. Unless you go way past unsafe voltages and a pot of LN2 you won't get any performance from overclocking AMD stuff

Overclock your RAM, Intel isn't exempt from RAM having an impact.

If your RAM is b-die it should have little issues getting to at least 3600 C16 or higher. My Dominator Platinums are the same XMP spec but they can do 3600 C16 with careful tweaking and could actually handle 3800 C16 if the Hynix CJR ICs weren't so temperamental with voltages above 1350mv.
