win 7 runs on DX 11 down but not all games do some will only run on DX 11 and not older Versions
you could try windows compatability mode for the game.
I'm also assuming that dx11 is legal and free. Surprisingly google wasn't a huge help to me.

Windows 7 ships with DirectX 11 built in, you don't need to download it. Some games require a specific DirectX build. If the game requires a specific build, it will be included in the "redist" folder in the game's directory- and will install automatically when you install the game on Steam.
The big question here is, what GPU are you using? While Windows 7 may indeed support DirectX 11, if your GPU does not support DirectX 11 it will not run. If your GPU does not support DirectX 11, simply run the game in traditional DirectX 9 mode.
