A good cheap laptop that can play counter strike and garrys mod at 60 FPS.
Any ideas? literally i only play valve titles as they are good.

What is your budget and what country are you in?

My Budget would be £400 and my country is the United Kingdom so the currency is pounds.

Does it actually have to be a laptop? Like do you require the mobility because you travel?

Desktop is almost always a far better investment. The exception is at the extreme low end below anything you could really use as a "gaming system" for most things.

For 400 GBP you might be better off with a desktop, but maybe not with UK prices, still it would be helpful to know if you coukld stand to use a desktop instead.

I have a laptop with HD 4000 IGP as well, I can confirm it will play Gmod and other Source games just fine with mostly high graphics settings.

I bought an HP Envy with an A6-4455M APU for £400 and that plays Portal maxed out just fine. Something like this would be a fair bit better than that if you can stretch to another £30/are willing to shop round a bit

Despite our heinous prices, Rove is still right, you could build a pretty decent and upgradeable desktop for £400 - try going on http://uk.pcpartpicker.com/ and putting a build together. I'd say you could probably get an AMD Athlon quad core and HD 6670 for your money, or an AMD A10 build which you could add a GPU to later if you need to :)

But obviously no good if you need the mobility :)

Here is a desktop tower including Windows 8 for 400 GBP that would soundly beat any of these laptops. I'll also do up one on a lower budget which will include a screen as well.
