Start the system with just the MOBO, CPU (and fan) and RAM installed. If it powers on, turn it off and keep adding parts back until it doesn't.

I would first boot into BIOS, usually DEL key or F8 on startup, then enable Optimized Defaults, and save and restart, then back to bios on restart, then with Windows disc in drive there should be a Boot Priority option in the BIOS, you want the drive with the disc to boot first. From here you should be good to go.
