For Desktops built today, I would suggest no less then...

> 3.0 Ghz Quad Core CPU
> 8 GB RAM
> AMD Radeon 7790 -or- NVIDIA GTX 660 (at least 1GB Video RAM)
> 64bit OS (Win7 or Win8)

Let us know your budget max price and we can help more.

This except I would say 3.2 Ghz 4 cores CPU and hopefully unlocked for overclocking.

Looking at your current list of games. You don't need the latest PC hardware. Anything before Ivy or Sandy bridge cpus, Ati/Amd 5000 series gpus. And this is for 1080p resolution.

I would never purchase a minimum video card to run any average game sold on Steam. If you buy the minimum, you are asking for trouble. What's your budget for this new system? When I buy a new system I generally shoot at about $300 for the video card.
yes as RotNdude said, minimum requirments is subjective, and the gpu should be the biggest investment at least a 7790 or 650 ti
As above. In terms of what brand to choose, it's only between nVidia and AMD for graphics cards, but however much you do intend to spend, about 1/3 should go to the graphics card.

There are however, several different manufacturers of GPUs, but any of them will do the job. Asus, Gigabyte, Sapphire, MSI, EVGA are regarded as some of the best.
usually a good rule is get a double fan model. not the best benchmark, but will help you narrow out some choices. Msi single fan models are great however, would also reccommend those
Stick with Nvidia, generally less problems with games and better drivers.
Minimum for new gaming PC would be GTX 660. If you can afford it then GTX 760 or 770 would be better.
Also check the power supply requirements. GTX 660 and 760 you should be able to run on 500W PSU, for 770 you would need 650 or 750W. Safest bet would be to get 750W Corsair PSU, it would run pretty much anything if you dont go overboard with multiple cards.
Nothing less than a GTX 650 on the nvidia side will do.
660 Ti/760 would be prefered for a system with a decent CPU as well.
Depends on what you mean by "average" steam game. For me i would go no less than a HD7750
