Example: I one of my 660 Ti's can reach a core clock of 1306, my other one can only hit 1280. Exact same card, different performace.
Could it reach a 770's base clock? sure it's possible, 980 to 1046 isn't very far to go but idk why you're shooting for the 770's clock speed. Just matching clock for clock wont get the 760 up to the 770's level.

whether something is worth it or not is completely up to the person buying it, however there is way more than a 10fps difference as that video will show.
How much more different?
It show's it in the video, an example is Battlefield 3, 1920x1080, ultra, x4 MSAA, x16 AF. 760 got 73.46 average FPS, 770 got 95.01 average FPS.
While as fast or slightly faster than a GTX 660 Ti the GTX 760 is still slower then a GTX 670. A reason someone would spend the extra money on a GTX 770 or a GTX 780 is because it is more powerful making it more capable at playing games on high detail at very large resolutions that would make a GTX 760 choke and die.
