i told you, ive tried v sinc and hasnt worked. this is not my rig but this is exactly how bf3 plays and thats why i sold the account to desperatly get away from the stuttering mess

If you have both Audio and Video stutter, it can only be that the CPU is too slow in comparasin to the GPU. What CPU and Graphics card do you have?
PS: FC2 has this problem for a lot of people.
every game i own does the same kind of stutter, its a very minor pausing but happens every 5 seconds regardless of video settings and resolution. even cod 2, with over 300 fps, stutters at every 30 seconds.
it didnt do this when i first built my pc 5 mnths ago, but now its getting worse and now its unplayable
As for every single one of your games doing this. If you've got the FPS capped at 59 or 60 with V-Sync on and it's still doing this there is something else going on.
Here's what I'd do:
1. Turn off core parking if you are on Win 7

Once finished test your games (except FC2 because I doubt anything would fix that).
2. If you are on Win 8 do this:
Go to the cmd in admin mode
Type the following: bcdedit /set disabledynamictick yes
Restart your PC
Test your games out

If you are still having issues download LatencyMon

You might be having a latency problem that can be caused by certain drivers or just the Windows timer.
1. I want you to run it for a while. First without using your computer at all. Leave it for about 10 minutes. Then take a pic of your screen.
2. Stop the program. Run it again and watch videos on youtube with it. Take a pic of your screen.
3. Post them both here and also tell me how often the bar is at the red zone. If they're spikes or it just stays there.
If you are on Win 8 do this:

And how is the latency. Is it spiking then going back down? Or is it constantly high.
