force shutdown doesn't hurt PC
but unstable electricity shock into delicate hardwares (PC parts) does (happens when the PSU is restarted and receives inbound shock).
OS & BIOS nowadays has a recover point (good ones can even provide up to 3 recover points).
always provide a UPS, atleast to match your PC & monitors (don't bother with speakers or gaming keyboards). please note that higher PC spec (PSU especially) requires stronger UPS.
If you are having problems like that you could have a bigger problem. Hard Drive/RAM Issues can cause problems such as the ones you are having along with driver issues and so forth.
