quality power supplies, will have 3.3v and 5v around 20-30a, <1a for -12v and around 5a for 5vsb
the rest should be for the 12v rail/s
300w is an average for a high end system without a gpu
and most gpus are under 300w
you can always look up reviews on a power supply to find out how bad the ripple/noise is on the unit
ex. this diablotek 1050w psu cant even do half its power safely, its an overrated 500w psu

thats why i said quality, something with active pfc, and 80+ rated filters out most junk psus
some are falsely labeled, or have the protections disabled or misconfigured
best to look up revies on them before buying one or stressing a psu beyond 75%

Why do people BS about the performance of their systems when you have actual benchmarks, facts, and common sense that can counter your point. You don't have a magic 7770 handed to you by Jesus that can run at the levels of a $400-$500 card.
You don't even have enough VRAM on that 7770 to run BF3 on ultra since it would be wanting 1.5 Gigs of it.
Even if you were to remove the AA from both games you would not be anywhere near a playable framerate on a 7770, ultra settings.

Doesn't even break 30 frames. So if OP took your advice and bought this card he/she would not be getting the performance you claim the card has.

If your price range is 150 my advice to you is to deal with your current card until 2014. You'll have more money by then and can get a nice mid range 2014 card which will run games such as Watch Dogs, BF4, etc. fine.
@ TenClub, thank you for saying that, you may have jut stopped me from making a huge mistake :) I would love to wait but sadly my graphics card I so bad that according to game-debate I can't even run Rising Storm which I was really looking forward to.
Would anyone say that my CPU is at least decent? It runs fine on all the games I play but only struggle when I get into an area with high foliage or water which gets a tad laggy but nothing that reducing the graphics doesn't fix
The thing is we can't tell you exactly how BF4 will run at what settings.
In terms of visuals the game does look like a significant upgrade over BF3. But we don't know anything about the optimization, etc. All I know is they used two 7990's to run the game at the press conference. Obviously that's so they can use a very high resolution + AA with all the bells and whistles on. You also have to remembe that the game isn't fully optimized yet.
If you can wait for at least a couple of months for the 760 I suggest you do it just to see what the performance gain is like over current mid range cards and by how much the current ones will drop.
But I understand as to why you can't wait. Must be a pain to play games with that 610 and as you said many won't even run well if at all with that card. So here are my suggestions.

^ The last two come with 4 recently released and highly rated games: Crysis 3, Tomb Raider, Bioshock Infinite, and Far Cry 3 Blood Dragon.
So if you can afford it go for the latter two.
All 3 of those cards will guarantee you nice visuals in BF4. I can't tell you what settings but the game will look nice so you don't have to worry about that. My guess is that the 7870 Tahiti and 7950 Boost will make the game look as good as the next gen console version.
PS: Your CPU is decent don't worry about it. Your issue is the GPU.
Sites like game-debate just look at what the developer has written down as the minimum and recommended specs then compares it to your own PC. So honestly it might be overrating it since developers minimum specs are mostly (you can run the game and play it at a ♥♥♥♥ framerate. Enjoy) There is no way a 610 will run ARMA 2 on medium settings while maintaining a smooth framerate all the way through (IE: When the action gets heavy).
Every card will lose its value and those are no different. If Nvidia's upcoming mid range line up is a threat to those cards then yes AMD will decrease the price.
The difference between the two isn't significant so if you just go for the $250 card you will still be getting a nice card. If you do have the money though spend the extra $50.
All graphics cards manufacturers recommend a minimum wattage PSU for their cards. Of course it does vary from PSU manufacturer to another, but in general the graphics cards manufacturers will recommend a wattage that will take that in to account. Just check the back of your PSU, or open the case of the PC and check the side, and it will give you a wattage. If that's the same or higher than the one the graphics card manufacturer recommends you are pretty safe.
does it have a 110/230v switch (if it does, it does not have active pfc) and should get a new one reguardless of its labeled wattage
if your getting a $300 gpu, dont risk it with a poor power supply
