Power draw limits and CPU usage caps?

I have recently installed a GTX 660 with a max TDP of 140 W. My i7 CPU has a max TDP of 130 W. My power supply is a 460 W. My system can handle Crysis 3 on ultra settings with the GPU load at 99% and CPU load at up to 60%. Any CPU usage higher than probably 75% could put my power supply at risk. Is there any way to cap the CPU usage to 60% on games when the GPU is at full load to prevent any chance of power overdraw and remove the cap when running video rendering and audio software (which use much less GPU resources)? There's not much my motherboard can do when it comes to power supply replacements and a broken power supply will likely require a replacement as well as a new compatible motherboard. Any suggestions?

For some reason, my OEM motherboard hates PSU upgrades. I tried installing a Corsair HX 650 and it would not boot up my PC. So I'm not going to worry about that for now until I could afford a motherboard / CPU / power supply upgrade, which is not in the cards right now. I'm just trying to protect my current hardware to prevent costly repairs or upgrades.

I'm trying to cap the CPU usage on certain application profiles in Windows 8 to conserve energy and limit power supply draw. I was only upgrading the GPU, not trying to replace my rig.

My PC is an HP Pavilion and the motherboard is only compliant with certain psus and I don't know which ones. So I'm not trying to upgrade the psu right now.

Post more information about your computer and we may be able to help with finding a PSU.

Underclocking is probably not a BIOS option with an HP OEM motherboard, so you could try disabling cores.

This is odd to see someone say Corsair issue. Anyway. The thing about PSU wouldn't work on your HP computer. It can be HP's own PSU that have 12v, 5v, and 3v in different and not normally as custom build PSU. Just like old Dell that you can't buying non-brand Dell PSU. We don't know for sure until you post HP model number.

Here what you can doing. Check any color wire on CPU power and ATX power cable. Make sure it is same color in same pin.

EDIT. I have used my old Thermaltake PowerPure RX in emachine at no problem.

Probably check here, sometimes they have like 750w and 1000w HP PSU's for pretty cheap. (Pulled from working machines)

Start>"Search">Power Options (Or just power)>
Or in Explorer Paste this:
Control Panel\Hardware and Sound\Power Options
Then, Click on "Change plan settings" Next to the one that you are on. ( One with the Radio dial).
For me it say's "High Performance".
It'll bring you here:
Control Panel\Hardware and Sound\Power Options\Edit Plan Settings
On the bottom above the "Save" And "Cancel" It will say, "Change Advanced settings".
Next, Go to >Processor Power management (Click the Plus)>Maximum Processor state>
Than Lastly, Change the Percentage to whatever you want the max load of your CPU to be.

I set the limit to 50% and it seems to slow everything down (CPU throttling). Hopefully it will not greatly affect fps performance in games as I have a pretty decent graphics card. Maybe I could do this just for Crysis 3 and Skyrim and play all other games on normal power settings since my CPU usage always stays below 50% in other games, including Battlefield 3. I'll also test out the power draw using a Kill-a-Watt device and run Crysis 3 on normal power settings to see the end results.

I woude but in power suppliey what is the bourd ? becouse seartun bourds are rated for seartun power supplise.

Tested PC using Kill-a-Watt while running Crysis 3 on ultra settings. 50% CPU load and 99% GPU load at approximately 330 W. CPU maxed out will raise the TDP to about 395 W with 2-3 USB devices and no optical drives running. Hardware setup looks fine. Go figure that HP originally offered an optional GTX 460 with this PC model. And now to cut Crysis 3 down to mostly high settings and everything will be OK. :)
