best bang/buck coolers are the 212+/evo
normally around $20-35 after rebates/promos
212+ $25 atm

my current mobo is ASUS Sabretooth REV 2.0 and AMD FX 8350
keeping my eyes on the latest water-cooling kits, but the Noctua is holding it's own plus you can run it in " silent " mode.
depending on what core voltage you need
max is 62c and 1.55v (on liquid, around 1.5v on air)
what board do you have?
and case?
4+1 phase is good for 125w, but oc'd will be more and it will throttle to save the vrms
if you can find cooling kits like this for the board it will help you reach your goal

if your in the states, you can get the haf 922 from cmstore for $50+shipping (about $20)
http://www.cmstore-usa.com/haf-922-black-steel-plastic-and-mesh-bezel-atx-mid-tower-chassis/
and the n620 for $12 (shouldnt be much more for shipping if ordered with the 922)
http://www.cmstore-usa.com/hyper-n620-92mm-sleeve-cpu-cooler-refurbished/
as good as the 212, has matched 92mm fans, with a shorter wider heatsink
Definitely a killer cooler for its price.
