Portable Apps or Fully-Installed Apps?
First off, sorry this is not Steam related, at least not directly.
Does any one know if Portable Apps are the same as their counter-parts Fully-Installed Apps? Or if they are not as complete.
I am considering installing "only" portable apps in a separate partition, in an attempt to diminish the impact on fragmentation, namely on the OS partition.

A portable program is a standalone program, meaning that it does not have to be installed on the system before it can be run. Since you're trying to cut down on how much your HDD is fragmented, I would suggest removing any "clutter" (i.e. pictures, documents, etc.) by backing all of that up to flash drives or whatever, and then do another full defrag. If you still want to use the portable programs, I'd suggest running them all from a flash drive, that way you can take it with you and have everything you need.

TBO fragmentation should not be an issue on a modern PC or laptop

Unless you consistantly install and unistall programs or apps.

If you have sufficient free HDD space then at the most i would consider running defrag

If you has a SSD as the OS drive DO NOT defrag this, you should use a "wiper" program normaly provided by the SSD producer, but also found in some software app like CCleaner
