From Sata 2 to Sata 3.
So i have a Sata 3 drive on a Sata 2 . I have a Sata 3 hardrive connected on a Sata 2 controller.

Can i just switch it from Sata 2 controller on my mobo to the Sata 3 without having any risk of it to lose the drive letter or having to format?.

This drive isn't OS, it's just some installed programs and some games. But if i change will it reconize i with the same letter and everything or?

if its a sata3 hdd, going from sata2 to sata3 will make no difference at all
if its a sata3 ssd, going from a sata2 to sata3 controller will speed it up some

it should show up as the same letter, but if not, you can change it
right click on computer -> manage -> storage -> disk management -> right click on the logical drive letttered incorrectly -> change drive letter/path
and select the correct letter
reboot may be required to free the previous letter

The Drive letter shouldnt change since all youre doing is just switching ports

You should match the SATA 3 drive with the SATA 3 port and the same for SATA 2 though, the S3 drive should make use of the extra speed its capable of using.

Like they said modern hard drives even if sata 3 will work fine with sata 2. They can't use all the speed sata 2 has let alone sata 3. SSD however need to be on sata 3 to get all the speed they offer. They will come close or peg a sata 3 port. I setup my SSD on my sata 3 port (it will peg the port) and run my two sata 3 drives in RAID 0 on sata 2 for a little boost in speed (they don't peg the port).
