my specs I'll keep it basic;
CPU: Intel i5 3570K (OC 4.4GHz)
GFX: Sapphire Radeon R9 270x 2GB OC
RAM: 12GB (not sure specifically)
MB: Gigabyte Z77MX-D3H
Data: 2TB 5400RPM HDD and 256GB SSD (SSD is boot drive, all steam and games data is on the HDD)
Sooo my guess is this specific type of graphics card is just unreliable? Don't really know...

I've tried formatting, change driver, replacing windows, and also tried to install the driver without Catalyst Control Center.

having 80+ rating does not = quality, its just its efficency not the stability of the power
If the blue screen happens only when playing DOTA and no other time during heavy use then it's probably not your PSU.
Don't mean to bump a thread that's a couple months old, but have you had any more problems? I built a rig last December that has a CX500 PSU, an XFX R9 270x, FX 6300, and is running on a Gigabyte 990FXA-UD3.
I checked my BIOS for any sort of economy power setting and couldn't find one.
I've been having completely random crashes whenever playing games or even watching Netflix. It doesn't happen while watching Youtube... oddly enough. Only Netflix. I also play a lot of Diablo 3 and while it runs fine for the most part, it will randomly glitch out (vertical lines appear on the screen of a few different colors), and if it recovers, I'm logged out of the game. If it doesn't recover, I get a blue screen.
Just recently, I installed S.T.A.L.K.E.R. Clear Sky, and no matter what settings I use, the game will crash. Either on the loading screen, it will produce those same vertical lines... or during the opening cutscene. I did manage to get the game to apparently load... but the screen was black. This was with maximum settings. Changing the settings and renderer to the lowest settings, it tried to play the first in-game cutscene, but the screen went black and the same vertical lines appeared three times before it finally froze and I had to reboot.
This baffles me... as I can play games like Battlefield 4 and this issue is rare... but I can't even get into Clear Sky before it crashes.
I've tried re-installing drivers... re-seating my GPU... running memory tests... nothing has given me any errors, shown signs of overheating, or fixed the problem.
If you haven't had any more issues since this post... I'm going to go ahead and re-install Windows and start over. If you have had more issues, I'll probably skip that and just contact XFX and have them replace my card.

Also try running your GPU in your friends PC and check if it's faulty or not. I did it with my PSU.
Also, the PSU should be more than adequate, given that everything under load only consumes around 350w-375w. The R9 270x requires a minimum of a 400w PSU, but that doesn't mean the card uses 400w... that means anything under 400w won't be able to power the Motherboard, GPU, CPU, and any other components under load.
However, this particular unit could be unstable...
More likely, however is that it's an odd issue with my card, it seems. I played Battlefield 4 for 3 hours today and had 0 problems (other than the usual Battlefield problems... lol) yet if I load up Clear Sky... even on the lowest settings... blue screen before it can even load the opening scene.
I was just wondering if you had any issues after re-installing Windows, or if you had to replace hardware in the end.
