And you still haven't provided any info other that your 720p lappy has an hd3000 IGP and that the tower has something in it and the monitor is something.
No one can even begin to tell you anything until you figure out your end, if it's perceptively playable on the lappy great.

L4D 2 just doesn't look at all demanding on hardware, simple explanation.
It only makes sense that a pc or laptop built within the last two years would wipe the floor with one built years ago, but what type of hardware that is in these computers matters even more. Don't get too excited though, in the next couple of years you'll be wishing for a dedicated graphics card!
CPUID CPU-Z, GPU-Z and HWMonitor are all free programs they will tell you all you need to know.
What gpu? gpuz Will tell you graphics card and temperatures/usage.
What cpu? cpuz Will tell you cpu/mainboard/mem/graphics.
What resolution the monitor is? right click on background left click on screen resolution.
so in laymans terms he has a magic potato ?
No, not really. Read back to posts 12 and 13. They pretty much answer the questions. It's basicly because he is using a version of windows higher than XP, plenty of system RAM, and has a graphics unit that supports DirectX 9 or better.
EDIT: And a fast enough processor of course.
Another L4D2 isn't demanding example ^. No magic potatoes necessary under your pillow, lol.
