Browsers/Discord with hardware acceleration on will cause screen to go blank for a few seconds if a video starts to play

Whether it is Steam itself, Edge, Firefox, Discord, and that silly widget that comes with windows that shows the weather and news, my screen will go black for several seconds if there is an embedded video in it. Turning off hardware acceleration stops it from happening (I can't turn off hardware acceleration for the widget)
Is this normal for my setup? Do I even need hardware acceleration for these? Is there a way to make it play nice?

grab the correct chipset/audio/lan drivers from the mobo mfg site
Wipe out all GPU Shader Cache from time to time as well

Disable Fast Startup + Hibernation in WinOS

Wipe out and clean install every latest driver for every core component; Chipset, GPU, Audio, LAN, WIFI, BT; etc.

Configure NVIDIA Control Panel and Monitor properly. An issue like this can be a faulty cable or unstable refresh rate
