the board have a very weak vrm design, 3+1+1
can only deliver a max of 60w to the cpu cores
a stock cooler would be best on it, to keep the mobos mosfets cool since they have no heatsinks

your cpu is over heating and thermal throttling
I would suggest getting someone you know and trust to either try applying new thermal paste or better still a better heat sink, that should cure your issue
If you use windows 10/11 install a bit of software called HWiFO to monitor your system, it will give you a whole host of details about your system.
(it's what the pro's use)
oh before you do any of the above^
make sure the heat sink fan has not some how been disconnected from the motherboard, may of happened when you installed the new graphics card
Witcher3 switch to DX11 mode. It runs like crap in DX12 anyways. Why they had to go and "fix" a perfectly working game. It's practically broken in DX12 mode.
I know you said a couple of weeks ago your computer started acting up, but for all I know you could've only had the computer for about that long.
That could be a case but not when the system is idle it's not.
Their cpu will be thermal throttling when gaming if it's already 75-90 at idle.
either that or they an mining malware problem
If your CPU is going to 75C on idle, then this is the first problem you should resolve.
