Windows 11 install - is this the right country or region?
1) Secure erase SSD from bios (Asus MB)
2) downloaded windows iso file
3) Ethernet cable unplugged

and in install process windows still asking me "is this the right country or region?" and he suggest me my country, how windows can detect my country?

you download iso for your region so it has your region set to default
bios has date and time, does it have region too?

When you are installing the OS you pick Keyboard layout and Language. It's not until after tye install you reach the OS setup and pick Country. Just pick one of tye EU country such as France for example.

If Motherboard or Laptop has built in WiFi then disable that in BIOS otherwise it will most likely install a WIFi driver and ask you to sigh into a local wifi. It can't ask this if you disable LAN and WIFI in BIOS.

Once the OS reaches the Desktop disable Hibernation via CMD. Then restart and enable LAN + WIFI + BT. Save and Exit BIOS and proceed to OS normally. Then run and apply the Windows Updates. If for some reason WinOS did not have a proper driver for your LAN/WIFI already to get you started you can download that from the Laptop or Motherboard maker via a different device such as PC, Phone, Tablet and copy the file to this PC and extract the files and run the installer.

After Windows Updates are done and you've rebooted, change your OS country to what it really is. As this effects some things in Taskbar, News Feed, Weather, etc. If you wish to change that further you can always use a VPN
