Second, H.D.T.Vs. are kind of bad about input lag, particularly if you have to upscale. The C3 isn't too bad about input lag but it's still 9.8ms for a 4k 60hz signal if you have it set up properly for gaming, and there are settings you'd have to adjust to get it down that low.[www.reviewed.com] The smaller screen is going to be easier to scan from edge to edge.
It also takes considerably more G.P.U. horsepower to drive 4k res.
VA has somewhat bad response times but response time is only a problem for ghosting, and way back in the day 4 milliseconds wasn't too bad for an I.P.S. and that's fairly typical of V.A. display. Granted, most people prefered T.N. panels because those were typically as low as 1 millisecond response time though.
I vote for digging your monitor out of the garage. You know you need some exercise and to look through some of that stuff anyway since stuff you don't use is stuff you might as well not even have, and I'm not just talking about the monitor.
but most monitors now are rated by the backlight flicker time since that can be way lower than the panels g2g time
most newer high refresh lcd panels use ulmb (ultra low motion blur) that overshoots colors and flickers the backlight on for 1ms when the pixels are close to the correct color
it works, but leads to a much dimmer display, since the backlight is not on as much as if its just set to a flat 75-80%
Sadly BestBuy has a limited monitors and I was listing the 2 I currently have access to.
