my answer is always the same.

it doesnt matter. put your thermal paste on right. and if you cant. use one of those.
I took the cooler off, I installed the contact frame and made sure to apply the paste again, making sure to get a nice, even manual spread (including the little corners, just in case that mattered). I re-mounted the cooler too, tightening the screws a bit more evenly than last time and... it made almost zero difference. Dead idle (so just monitor on and desktop, no mouse movement, minimal background tasks) it's still at 45°C, under light load it hovers around 50°C, and under full all-core load with the PBO 65°C -40mV setttings it stays around 65°C - 67°C max. While gaming, it's usually around 50-60°C. It's kind of funny that watching a 1440p60 YouTube video has the same temps as playing Monster Hunter: World.
For extra piece of mind, I did ask the guys at the store, because they're a knowledgeable bunch. They asked me about full load temps and what kind of cooler I have and so on, so I told them the whole spiel and their system integration tech waved his hand and said "eh, Ryzen's a bit warm on idle. You're fine." So I guess that it really is just that.
R9 5950x runs at full load 80C°/85C°.
But it seems to stick in between with either a 4C°-8C° increase from Zen 1 to Zen 3.
It is strange, however, it's not constant and only briefly spikes at times, then I look after awhile and it sits at or below 65°, then spikes for a sec, like it does at boot.
I would think AM5 CPU's are even hotter.
Good to know AM5 doesn't run any warmer than this Zen 9 5900 series on AM4.
You can try to set a power limit in bios. Maybe set it 65w and see if that makes a difference
Not really, the full load temps are pretty darn low, like I said, 65°C under full load with minor to no impact on performance (actually a performance boost over stock/"Auto" motherboard settings). Barely hits 60°C in gaming. My OC'd 8700K ran around 65-70°C in gaming and close to 85°C under full load (and it was delidded, too).
You set it a temp limit and it tries to boost clocks as high as possible while maintaining those temps by providing a lower voltage. It basically auto-undervolts, in a way.
I doubt that would help with idle temps since it draws around 30W idle and 90W under full load.
Only thing that matters is if it's throttling, if it's not then it's fine and running in spec.
