Gamecube Controller not detected/partially detected

ok i need a controller to play a game. my Gamecube controller plus adapter is literally the only controller in the entire house i can plug into my pc. when i plug it in, Steam detects 16 of them. i cant configure any of them, opening the test menu and messing with the controller literally does nothing. pressing reset or configure doesnt allow me to do anything. yet i can still close those menus with the B button, select things with A, move around with the joystick or triggers. i cannot use it ingame. help????????

ok well. it does work in-game actually. it didnt before. i think it works now cause i started messing with the layout in game-specific controller settings? but steam still doesnt allow me to configure it in general settings, still detects 16 of them, etc. i beat the game btw. also the controller doesnt work in big picture mode, but the mouse disappears and something happens on-screen whenever i press a button.
