850W PSU should be perfectly fine for it.
Yeah, that's nonsense, you can run a 7900XTX which can draw up to 360W on a *quality 850W power supply.
So if the max TDP of the 9070xt is around 300 you can bet that 850W will be more then enough.
The reason people always tend to get larger capacity PSU's is because they
a) want to futureproof when upgrading to another GPU later down the line
b) don't know the power draw of all their different components exactly since every build is different, so why not take the slightly bigger PSU just to be safe?
You're confusing a specific example and exception (a tricked out OC model) for the regular variants.

It exists for people with higher budgets who want an out of the box tricked out OC model and who have the larger PSU capacity to spare.
This isn't anything new.
For a 4090, 5090 or 7900 XTX you want at least 1000W PSU.
One reason it's suggested is if the CPU is a 13th or 14th Gen i7 or i9, or newer
Look at the 7800 XT; AMD recommends a 700W PSU but then they say that assumes a Ryzen 9 7950 or something.

In other words, it's a high estimate in order to be a safe estimate. A couple of people have mentioned success running the 7800 XT on 560W PSUs (though I wouldn't recommend that and would say a good 650W would be better to have).
If these are also models like the Hellhound or Nitro, they will have higher power draw allowances than typical.
All in all, it's unlikely you'll need 900W for a 9070 XT. If the 9070 XT does indeed have two 8-pin power connectors (I haven't kept up with the rumors on it to know), then a good 850W PSU will be more than plenty, and a good 750W or even 650W will likely be good too. But reviews will test this more accurately so we have to wait for them.
