upscalers and downscalers scale from or to native
gpu rendering at a higher res and scaling down
any image scaling will be a bit blurry
you will lose some details no matter what type of scaling is used
For example, turning on DSR in NVIDIA CP on a 1080p Display and enable 2 basic options; 178% and 400%
1080p @ 178% = 1440p
1080p @ 400% = 2160p (4K)
Set the DSR smoothness at 10% (this can be adjusted later on if needed) the apply.
After this now those screen resolution options are available in OS and most Games. Change the OS Desktop Screen Res to something higher. Then load up a game and change it there as well and see how everything goes. However the GPU will be accounting for that higher res, so performance will be impacted. It's a good way to test something like 1440p or 2160p before actually upgrading your Display that has that as a native res.
If you want to to be truly technical, it will be a bit blurrier, but you'll really only notice it with certain things (you can set your desktop to twice the resolution and observe stuff like the cursor or text if you're not scaling it to see what I'm talking about). Anti-aliasing usually does result in a subtle loss of sharpness.
Despite this, it shouldn't appear blurry overall in games, and it will be a quality boost. You'll need a lot of GPU performance to support it though, especially in more modern games. Those are going the other way and often need upscaling to get acceptable performance, and downscaling will often be too much for them, sometimes even on fast hardware.
