Modern cards can eventually crack without such bracket.
I do. My graphics card came with one, so I have no reason not to. It is large and heavy enough to concern me even if it didn't come with one. It's sometimes a pain to install (my case is part of the reason), but it's worth it.

If you’re using any sort of larger form factor card, it’s basically a need.

Plus they’re pretty cheap and many cards come with them now, it’s worth spending a few dollars to protect your multiple hundred dollar GPU and Mobo.
I don't and have no problems with my gpu and it's a pretty long card. I do use 2 thumb screws to hold it in place then used a power screw driver to tighten them.

depends on the board its its main pci-e x16 slot and gpu

if the gpu is light, short and mounted properly, its not needed
longer, heavy gpu will need it

in between can depend more on the board, if its really needed
if the pci-e x16 slot has extra support, it can hold the gpu

you can use almost anything, rope/string from the pic-e power plug or fan shroud to case top fan or something, or support from below

I got one for my 2070 because it was so damn big. My 4070, I'm just gonna see what happens without one though since it's smaller.

Sure, if the card is sagging. If it isn't sagging, then there is no point.

Nothing wrong with ATX just do a vertical mount. Less stress and no change to break the Motherboard and much less change to crack the GPU.

Horizontal mount you can prop it up with a stack of Legos

"ATX" made sense at the time since it was literally an extension of the old AT form factor, but it has gotten a little ridiculous since then, yes.
