You need a lesson in how computers work and I'm not sure if we can do that right here.......
Your CPU will probably affect your FPS in both ARK and Cyberpunk more than your RAM.
or you dont have enough for everything running at the time
what cpu? mobo?
and display res/refresh
if you enable vsync/gsync/freesync, those should be the limit at 1080p60 before any half decent cpu
any other parts you need or want to use?
mobo/drives/case/psu etc..
p60 = 60hz, when using vsync it limits fps to 60

enjoy
mobo, needs a good vrm config, more than strong enough to power the cpu
ram, fast with low timings, 10ns or lower
reliable psu with more than enough wattage
case to fit all components
ndz is near double usd for tech stuffs
No
If you want you can look into water cooling the entire system with a custom loop from EK;
this will allow you to achieve lower temps and Overclock the system to gain 5-10% more performance.
All good
Note: Overclocking only shortens the lifespan of your hardware if you push too much voltage. If you want, you can use the default voltage and increase the frequency of the CPU and GPU,. This will not shorten the lifespan.
To answer your question. Yes, it should, as it will allow your components to run cooler and, in turn, allow them to turbo clock high, which will increase the performance. You should notice the performance increase a lot, especially if the components tend to overheat or hit their thermal threshold, which most competent do when under load from a game.
Your GPU literally has 2 120mm noctua case fans strapped to it. I haven't seen my Noctua 4080 hit 70c after hours of AAA gaming and mine is heavily overclocked.
