Can get a triple slot rtx4060, set the fans to minimum speed and it will be silent.
RTX 3050 or AMD 6400 isn't going to be any better then modern iGPU already on flagship CPUs
You can make even a 3080 Ti run dead silent even when gaming. I do with both of mine and even gaming all day they don't even get above 70*C with the gpu fans at around 50%

a succesor in the form of the
Palit 3050 KalmX has been released
(the 6gb version, thats over 20% slower than the 8gb version of the same card)
if you want more than that you are going to need to buy a pc case with a passive cooling solution build in.. and buy a gpu that has a tdp below what that case is ranked for.
something like that.... which is expensive.. and not readely available...
so yeah it IS possible to get a case that can cool down more potent gpu's... but those cases are usually very very expensive.. and pre-order only..,
something like the DB4 is more ready available... despite it's age.. but even with all the assesoires.. it's gpu cooling ability is just 80-ish watt..MAYBE you can get an heavy undervolten 4060 to run on that... but no guarantees..
