Yes, I have a 600W PSU, too. It will be sure enough. The CPU consumes around 60W at full last, the GPU 210-220W, the rest ~50W.
Your motherboard will be support RX 6700 XT without problems, there can be problems with the CPU only. The Ryzen 5000 doesn't support old AM 4 motherboard with old BIOS versions. Make sure, you have the BIOS version, that supports Ryzen 5000 and then it will be okay, too. But I think, if you have an old AM 4 motherboard, you should have an old Ryzen processor as well. As long as you have it, it is possible to update the BIOS version while running motherboard with the old CPU. Just google what BIOS version for your motherboard you should have to run Ryzen 5600x. On Youtube there are lots of guides, how to update BIOS. I personally never did it and got the right BIOS version for my B450M from factory, but I'm sure, it will be not hard to do.
The difference between Pcie 3.0 and Pcie 4.0 isn't big. All components of 3 and 4 Pcie version are compatible between themselves. In some games and tasks there are no difference between Pcie versions, in some there are a different of ~5%. So, it's ok. The only significantly difference you could have is the SSD speed. I for example have a Pcie 4.0 Samsung 980 Pro M2 SSD, that should run on 7500mb/s read and write speed, but the maximum of Pcie 3.0 on my B450M is 3500 Mb/s. Therefore my SSD runs 2 times slower. However, it is not very noticeable in loading games or in using the OS. 3500 Mb/s is enough to have a very good user experience.
The 6650xt only has 8g vram. The ryzen 5600 doesn't bottle neck any of these. As a matter of fact, the ryzen 5600 could run any current GPU without issue. It fully supports the pcie 4.0 standard needed to run modern graphic cards.
Bottle neck only occurs mostly on YouTube tech channels that create a certain scenario on purpose, in order to create some test that showcases the actual maximum frame rate capabilities of whatever CPU that is being tested.
You're not actually supposed to run your own PC that way. I don't know anyone that runs their PC like a YouTube tech person.
No, it is just spending of money. This build will never consume more than 400W. A normal 600W PSU is more than enough for 5600x and rx 6700 xt. I have a 5600 and rx 6750 xt and I never had problems with 600W PSU even with overclock.
Ryzen 5600 doesn't bottlebeck the 6700 XT in most scenarios. If you play MMO games, it is a specific scenario. MMO games aren't GPU demanding and of course the GPU will be not at full load even with the best CPUs in such games. The same counts for strategy games, that I play. But it is not the problem of CPU, but a problem of such games. They just don't need such strong GPU and never will load fully the 6700 XT even with the 7800x3d, for example. In graphic demanding games like the Witcher 3, Cyberpunk 2077, Eldenring and etc. the 6700 XT will be at full load all the time.
