This is an NPM / Stack-overflow issue.
What OS are you running?
Does the OS have multiple User accounts?
Do you have any error logs for this within Event Viewer > Windows > Application
you modded a game, so it may not work correctly if the game version does not match the version the mod was designed for
A google search of the OP's Topic Header easily reveals all of that.
So yes most likely is in direct relation to a Game and/or Mod issue.
Does the OS or other apps outside of Steam have random issues like that? Random errors and such?
I would suggest a Steam Repair.
Easiest way to do tbat would be to go to the Steam folder in Windows File Explorer. Also ensure Steam.exe is not running at all, which can be confirmed via Task Manager.
Then in the Steam folder, delete everything
except for the following:
> Steam.exe (application)
> DepotCache (folder)
> SteamApps (folder)
> UserData (folder)
Within the SteamApps folder, delete folders:
> Downloads (or Downloading)
> Temp
Also in this folder location:
%LocalAppData%
and delete the Steam folder
Right click Steam.exe > click Run As Admin
Now Steam will connect online and download the latest Client files it needs, all fresh once again.
