Phone or pc? If you have both try both but on the SAME network like home wi-fi. Let us know of any don't work and which one or if both work.
Wipe Steam Cache in %LocalAppData% > Steam

If on the same network than network is not the issue, so that's good. Try what Bad Motha said or maybe a re-install? Can your web browsers on those pcs access Steam stuff or just Steam application can't access?

Anyways after the last major Win11 update, some reason the Network stuff all got put back to default. Such as Ethernet / WIFI being set to Public instead of Private. This setting dictates which Firewall Rules are used in WinOS at any given period, thus when on Public many online services and games won't work.
So please check all of that.
Also helps to make yourself a BAT file for easy clearing of DNS cache and such.
Make New Text Document (TXT) and include the following:
ipconfig /release
pause
ipconfig /renew
pause
netsh winsock reset catalog
pause
netsh int ipv4 reset
pause
netsh int ipv6 reset
pause
ipconfig /flushdns
pause
netsh int ip reset reset.log
pause
Save the file, then change the file extension from TXT to BAT
When Steam has these connection issues or a website up and says no internet when everything is actually working, right click that file you made and click Run As Admin. It will do the commands via CMD (Admin) window. Press ENTER key during the prompts until the CMD window closes itself out. Then re-launch Steam Client or refresh website(s).
I am still running on Win 10, however, the latest update they pushed out has messed with my PC. I had to revert back to a previous restore point and things were working. Then an update came out, so I thought. It was the same one and I blindly accepted (DOH). Now dealing with Public and Private for ethernet, would that just be in the Network setting or through Firewall settings? I do appreciate the help and will try what you listed as well.
Are you changing DNS network-wide? If not, please do so.
