Assuming both are working cards with no issues, you are good either way. The 6750xt tends to lead on average in actual game-play, but not by huge margins and not in a way that leaves the 2080ti feeling behind. There are a few cases where a 2080ti will take the win. RT will be roughly comparable but a bit better on NV (both will have lower end RT, but the AMD RT equivalent to the 2080ti would be the 6900xt). Given the slightly cheaper cost of the 2080ti to its slightly lower performance, both cards offer more or less the same relative FPSS:$ for you.
Get whichever one fits your case, your aesthetic, your budget, or your PSU the best.
Shipped from China is a huge red flag for refurbished. Those are definitely mining.
Rtx 2070 or 2080 anything
Rtx 3070 / 3080 / 3090 anything
Rtx 4070 is good for the price. Heck of alot better the 2080 Ti
"Refurbished"--no. Most likely used for mining, was cleaned, maybe repasted (maybe not) and what you have is something that's prob. on borrowed time.
Where is the source for these two items? Do they come with any money back guarantee after say: 30 days?
If you had the budget, on the other hand, even a no-frills, 8 pin rtx 4070 is a really decent upgrade from a 1000 series NV card for example.

I'd do this 3rd option
