GPU Produces VGA light on motherboard and wont post but still works

After attempting to flash the vbios on a 1070 my 3070 began to act strange and later that day ended up crashing, ramping the fans to 100% and after restarting my system the system only produces a VGA light on the motherboard and wont go any further with this card installed. I then hooked up a spare GPU to try to see what happened and after connecting the 3070 how the 1070 was I can see that windows allows me to boot with my spare and my 3070 connected at the same time, Recognizes both cards in Device Manager, and GeForce Experience also recognizes both cards as being connected to my system. I can even hook up my DP cables to the 3070 while its hooked up externally and it produces an image that Isn't affected by any resolution scaling or anything that would indicate that its a vga problem. I have also tried to uninstall drivers, reinstall drivers, disable the card via device manager to see if windows would reinstall the correct drivers. I'm not sure what else I could try or if anyone else has had a similar problem and knows what worked for them.

Remove the 1070 GPU
Install 3070 in top-most PCIE X16 slot.
Reset the motherboard cmos.
Connect Display(s) to the 3070 card.
Boot the system.
Double check all bios settings.

Well no you need to disconnect the main rear psu power cable.

Then press the reset cmos button. Or short the 2 pin connector that is labeled RESET_CMOS.

Then reconnect PSU power cable and press Case Power Button.

I did this and rather than it staying stuck on a VGA light on the motherboard it’s now going through multiple boot loops where it’s going through Ram, cpu and then vga and resetting which could be better than before correct?

To add to this, after booting with the working card I got this message. "Please enter setup to recover BIOS setting. The VGA Card is not supported by UEFI Driver. CSM (Compatibility Support Module) Settings have been changed for better compatibility."

When you make certain BIOS changes its normal for it to reboot a couple times. Depends on the settings and also what changes you make.

Sounds to me like you flashed the wrong GPU some how

Thats what Im thinking although the 3070 still appears as a normal 3070 clock speeds and all the techpowerup ID for the last validation is bc8m2 if that would verify anything because I do see a bios version listed but its just numbers

Ok have you tried each GPU by itself in the upper most PCIE X16 slot?

There is no reason to have them in the system at the same time.

Yes, If I put the 3070 in the slot by itself the system refuses to post and sends me to the boot loop, the additional card is the only way im able to post and mess with my system while the 3070 is attached

List full specs of your PC?

Most GTX 3070 cards require UEFI to function and do NOT support Windows 7 or below.

It sounds that more than likely the board is NOT running in UEFI mode. No UEFI means the video card cannot communicate with the board.

Did the 3070 ever work?

Also if your 3070 has a dual BIOS switch, just flip it and see if that second BIOS will work for booting purposes. It's unfortunate but most Nvidia GPUs don't have dual bios...but hey, you might be lucky.

To run both the 3070 and 1070 in the same system; you want the 3070 in top-most PCIE X16 slot. If your Motherboard has 3x PCIE X16 slots, then refer to the manual because one of the bottom two PCIE X16 length slots might actually only operate at X4 speed.

Then with the PC powered off, plug 1x Display into the 3070 GPU.
Then power on the system.

Yea Ive been running this 3070 for just about a year now and bought it new from EVGA. Full specs at time of card dying were

The issue is that the 1070 was never fixed so currently I am running a founders edition 3070 as the main card in the top slot and then connecting the XC3 3070 via a PCIE 1x connector and external power supply. This configuration is allowing me to boot without much of an issue, no UEFI message and appears in my device manager tab as having 2 3070s connected. Im at the point where I now dont want to attempt to NVFlash my card because I dont want to run the risk to flash the working card since I cant tell if there is a way to differentiate the card you are flashing.

The flash program should show your GPUs by Device ID#
You can view this to know which is which by viewing the GPUs one at a time within Device Manager > Device Name > Properties > Details tab
